Hitsujigaoka Observation Hill is a pastoral hilltop park in southeastern Sapporo known for three things: sheep grazing on an open meadow, the iconic statue of William S. Clark, and panoramic views of the Sapporo skyline backed by mountains. The Clark statue's outstretched arm pointing north is one of the most photographed monuments in Hokkaido.
The hill was originally a government-run sheep ranch established in 1876, one of the first in Hokkaido. The Clark statue was erected in 1976 to mark the centenary of Sapporo Agricultural College. The site was developed as a public park in the 1960s.
